Dual Enrollment in Maryland, 2020-2021

Dual enrollment refers to any broad array of programs and opportunities that allow high school students to enroll in and take college courses. This includes programs in which students are enrolled in a dual enrollment course through a partnership agreement with their local school system and thereby receive both high school and college credit. Dual enrollment also occurs when high school students independently enroll in courses at a college and only earn college credits. The "College and Career Readiness and College Completion Act" (CCR-CCA) (Md. Code, Ed. Art. §18-14A-01) defines dual enrollment broadly. "Dually enrolled student" means a student who is dually enrolled in: (1) a secondary school in the State; and (2) an institution of higher education in the State. The Maryland Longitudinal Data System (MLDS) Center does not have the data necessarily to fully report on dual enrollment as defined by CCR-CCA. Instead, for the purposes of this report, dual enrollment was defined broadly as students who: (1) had overlapping enrollment dates in a Maryland public high school and a Maryland institution of higher education; and (2) were enrolled in the college for at least one day. In this report MLDS Center provides the following information: (1) number of students who are dually enrolled; (2) course information; (3) local school systems - dual enrollment courses.
