Factors Influencing Georgia High School Counselors' Adoption of the Dual Enrollment Accelerated Career Diploma Program within Their Schools

Georgia established the Dual Enrollment Accelerated Career Diploma (ACD) program in 2015 to address its skilled trades workforce shortage (Dual Enrollment Act, 2015: Williams, 2015). ACD allows high school students to earn their diplomas by replacing several of their graduation-required credits with technical college credentials earned through dual enrollment (DE) within the Technical College System of Georgia (TCSG), thus preparing them for immediate entry into the workforce. Despite its potential, participation in the program remains extremely low. Research underscores the crucial role high school counselors play in promoting, enrolling, advising, and supporting students through the DE process (Chung, 2022; Peeler, 2022; Rhine, 2022; Stich et al., 2024; Witkowsky & Clayton, 2020). Guided by Rogers' (1962, 1983) Diffusion of Innovation theory, this mixed-methods study examined the factors influencing Georgia high school counselors' adoption of ACD within their schools. The findings predicted that Georgia high school counselors are more likely to adopt ACD when they positively perceive its attributes of innovation, particularly its compatibility with their counseling philosophies, confidence in understanding ACD's policies, and beliefs of ACD being superior to other educational programs. Conversely, those who lack comprehensive knowledge and perceive ACD as too complex to comprehend are less likely to adopt the program within their schools. Several tactics are suggested to mitigate these concerns and facilitate adoption. These include increased professional development training, producing clear policies and guidelines, creating mentorship programs, establishing collaborative relationships with the TCSG, and designing a state-wide website as a centralized resource hub.
