Navigating Second Chances: A Qualitative Exploration of the Role Higher Education Plays in Supporting Justice-Impacted Individuals

California Community Colleges (CCC) served over 20,000 Justice-Impacted Individuals (JII) between 2021 and 2023, and the California State University (CSU) system saw a 280% growth in the number of justice-impacted students participating in their PRb program pursuing graduate studies between 2018 and 2021. (CCC Chancellor's Office--Data Mart, n.d.; The CSU: Project Rebound Consortium, 2022) JII are an underserved population that requires educational services that not only remove barriers but also provide educational support that bolsters their academic success. This qualitative study examined what role, if any, post-secondary departments, faculty, and programs play in providing support to Black and Hispanic male JII during their educational journey and in securing and retaining employment upon completion of their post-secondary programs. It focused on male Black and Brown JII enrolled in a community college, university, or trade program and working towards a degree, certificate, or transfer. This was a study of two justice-impacted scholars enrolled in university degree programs. These data were collected through semi-structured interviews, using phenomenology as a methodological framework, intersectionality as a theoretical framework and CRM to analyze the data collected. The interviews revealed that campus organizations that support JII, such as RSN, PRb, and others like it, play a substantial role in creating a sense of belonging for JII on college and university campuses. The study also identified the necessity for holistic support, staff training, and advocacy for sustainable programs that support JII's unique needs. Furthermore, it concluded that community organizations are essential in providing additional support services, such as employment opportunities and mentoring programs, which extend the support for JII beyond the extent of post-secondary educational experiences and support.
