A Comparison of Three Reading Programs: The Influence of Instructional Practices on Fluency

Reading fluency has been a tenacious problem in our schools. Studies have addressed the national decline in reading fluency in elementary schools. Tennessee's data outlines a similar pattern of findings. Approximately one third of Tennessee students complete third grade without becoming fluent readers (Tennessee Department of Education, 2023). New state initiatives to help fight Tennessee's reading crisis include early literacy programs that prepare fluent readers to dive deeper into complex text. The purpose of the study is to compare the reading fluency and accuracy test scores of second grade students who were 2023 Enhanced Core Reading Instruction, the Consortium on Reading Excellence program, and Business as Usual program participants. Analysis of covariance was used to test for differences in reading fluency and accuracy scores of all program participants. No statistical significance was found in reading fluency; however, there was a statistical significance in reading accuracy between the three programs. The ECRI program produced significant reading accuracy gains over the other two programs. The ECRI program also produced the most reading accuracy gains for high risk students.
