A Program Evaluation of the Twin Rivers School of Leadership toward an Additional Location of Oral Roberts University

Purpose and Method of Study: The purpose of this study was to explore the process of change of a local church ministry training program pursuing an additional location of Oral Roberts University. The program evaluation consisted of a needs and assets assessment, followed by qualitative interviews that informed a quantitative survey. An exploratory sequential mixed methods design was used to evaluate the perceptions of church and university leadership and determine the program assumptions of the stakeholders. The current program students were then surveyed using the Classroom Community Scale and survey items developed from the qualitative interview themes. The program evaluation explored the gap in programming from the current state to the desired state of the program and the needed elements to develop the program. Findings and Conclusions: Findings from the analysis revealed that sustainability factors for consideration included student success, student engagement, classroom connectedness, and quality of learning, with a high focus on connection to church leadership and leadership buy-in from both organizations. The model of a hybrid classroom additional location aligned with the mission of the organizations in comparison to a strictly online course offering. In-person qualified faculty were critical in sustaining the classroom experience and increasing student retention, directly affecting program sustainability. Program changes were identified for the local church: communication and marketing strategies to access new student populations; a process change in hiring adjunct professors was identified for the university. The implications for the additional location are hiring faculty with a commitment to relationships with the students, training faculty to ensure they attain comfort with the hybrid classroom technology, and developing increased university resourcing that is necessary for continued student retention. Additionally, classroom community building with peers and faculty is essential for student success and is a vital difference in the additional location model versus standard online programs.
