Teacher Staffing Trends in Rural Public-School Districts in Wisconsin

The purpose of this post-positivist, mixed methods study was to accurately quantify the teacher staffing trends in public education, especially for rural schooling and to learn how these trends impacted school districts specifically using Wisconsin schools as a case study. In the early 2000's, school districts throughout the nation experienced difficulty in filling teaching positions. This study quantified shifts in staffing stability that Wisconsin school districts experienced post Act 10. To test the ideas of contemporary rural teacher staffing trends, Wisconsin rural school districts were chosen as the case study because they represented one of the most rural regions in the Midwest and included many school districts that lack proximity to institutions of higher education that prepare teachers for licensure. Data from the Wisconsin Department of Public Instruction (DPI) PI-1202 staffing report was used to analyze teacher stability data for all 421 school districts in the state of Wisconsin in academic years 1999-00 through 2017-18. Five superintendents from each of the three classifications of rural schools (fringe, distant, and remote) were interviewed (for a total of 15 interviews) to couple the quantitative data with qualitative feedback on teacher staffing trends in rural Wisconsin. This data range included the ten years before the policy shock of Wisconsin Act 10, which effectively removed state workers' unions collective bargaining rights, and included eight years of data after approval in February of 2011. This research indicated that public schools in Wisconsin have faced decreasing levels of teacher stability and fewer applicants for posted teaching positions since Act 10. Rural school districts have been deeply impacted by the shifts in staffing stability post Act 10. Subsequent shallow teacher pools negatively impacted the educational experience for students who attend schools in rural Wisconsin districts.
