School Administrator Perspectives of the Wisconsin School Funding System

This study sought to learn about school district administrator perspectives of school funding systems, by using Wisconsin as a case study. This mixed methods study used an online survey to collect data for analysis. Of Wisconsin's 421 public school districts, administrators from 317 school districts participated in this study's survey. School district demographic data were merged with survey responses prior to analysis of survey data. This analysis provided answers to three research questions. These questions sought the perspectives of school district administrators regarding the public school funding system and the effect of local context on those perspectives. Results of this study indicated that the overall perspective of school district administrators regarding the school funding system was a negative one. School district administrators suggested specific modifications to the school funding system, including adjusting revenue limits, establishing a similar revenue limit per student throughout the state, and increasing funding for special education. These school district administrators indicated that creating equitable funding for all school districts is a primary goal. Policymakers and school district administrators should work to determine which commonly held beliefs about the funding system exist. A framework that leads to improvements in the school funding system could apply these common beliefs. [The dissertation citations contained here are published with the permission of ProQuest LLC.
