From Candidate to Teacher: Teacher Hiring in the "Clear Lakes" School District

This case study examined teacher hiring in a large suburban school district. Data were collected from interviews with administrators and document analysis. The study explored the level of administrators' satisfaction with both hired candidates and the district's hiring protocols, the influences of various stakeholders on the hiring process, administrators' preferred candidate characteristics, methods of assessing desired candidate characteristics, and the consistency of hiring across different buildings and academic departments. The district's hiring processes were compared with best practices outlined in "Hire Better Teachers Now" (HBTN), a Harvard Education Press text. Administrators reported a high level of satisfaction with newly hired teachers. The Clear Lakes School District's hiring process had a unique structure in which principals and curriculum directors independently selected candidates to interview, but the central office selected candidates to perform demonstration lessons before final employment offers are made. Administrators across the district had disparate views on the importance on some candidate characteristics, including years of experience and performance in college and graduate school. Principals disagreed on how much they valued the central office's key role in teacher selection. Like other largely White districts identified in the literature, the district had trouble recruiting culturally diverse teachers. Some aspects of the district hiring process aligned well with HBTN, including the investment of time administrators put into making thoughtful hiring decisions and the utilization of demonstration lessons and consistent candidate rubrics. To better align with HBTN, Clear Lakes and other school districts should consider identifying the specific qualities sought in each teacher opening and adapting rating indicators to those identified qualities when evaluating candidates and focusing more resources on ably identifying which applicants are interviewed.
