A Comparison of Extension Employee Perspectives on Program Delivery, Program Evaluation, Funding, and DEI

This study utilized a quantitative approach to compare extension employee perceptions across organizational structures in the West region on the following issues: program delivery, program evaluation, funding, and diversity, equity, and inclusion (DEI). The three extension structures characterized in this study were county-based, area-based, and a combination county-based and centralized engagement structure. Extension employees were asked to respond to 20 statements positively associated with extension efforts. Most employees indicated agreement with 18 of the 20 statements. However, results indicated extension could improve in a few key areas including DEI, operational budgets, and needs assessment. When comparing extension employee perspective differences across the three structures significant differences were found in the responses to six of the twenty statements. Extension employees in a county-based structure were significantly more likely to agree with the following statements than employees in the combined county-based and centralized engagement structure; program delivery expectations are clear, resources are available for program delivery, my department understands my outputs and impacts, and extension funds are distributed equally. Further research in this area is encouraged to better understand how new structures can maintain the perceived strengths of the county-based structure.
