Total Quality Education in Open and Distance Learning Initiatives at Christian Colleges and Universities

Purpose and Method of Study: This study aimed to identify and describe how Total Quality Education (TQE) facilitated continuous quality improvement practices within online and distance learning programs at Christian higher education institutions. This research was a qualitative multiple case study of six institutions that were members of the Council for Christian Colleges and Universities (CCCU) and have developed online and distance learning programs. Four of these were members of the Online Learning Consortium (OLC). The primary data sources for this study were interviews and online documentation from participants' university websites. I used multiple within-case studies followed by a multi-case analysis to identify similarities and differences between their adaptation of the four TQE pillars and the OLC's five quality pillars. I produced summaries for each of the 46 descriptive codes within the TQE codebook from the coding results of each university. I derived an OLC scorecard for each participant during the within-case study that provided a uniform method to compare each university's online quality management programs during the multi-site analysis and based on the results of 75 descriptive codes within the OLC Scorecard codebook from the coding results of each university. Findings and Conclusions: This study identified a relationship between TQE and the study's theme of OLC pillars. While TQE surfaced for all six participants within the study, the biggest differentiator within online programs was their customer focus. Higher scores on the OLC scorecard appeared to reflect more customer focus but did not relate to university efforts to scale their online program offerings. University One ranked the highest on the OLC scorecard, with scores double those of the three lowest scoring participants.
