An Investigation of Crisis on Higher Education Strategic Planning and Execution
Scott Zimmerman
ProQuest LLC, Ph.D. Dissertation, Regent University
This work explores the impact of crises, particularly the COVID-19 pandemic, on strategic planning processes in higher education institutions (HEIs). It investigates how crises affect strategic planning, implementation, and achievement of performance metrics outlined in institutional strategic plans. The study employs mixed-methods research to comprehensively analyze these dynamics, revealing the significant impacts of crises on strategic planning and decision-making. Findings underscore the importance of active senior leader involvement, cultivating a planning-friendly culture, normalizing strategic planning as an ongoing process, and intentional partnership cultivation to enhance institutional resilience and success. Recommendations emphasize the critical role of leadership, inclusive engagement, adaptability, and collaboration in fostering a culture of strategic thinking essential for HEIs to thrive amidst challenges and uncertainties. Overall, the study provides valuable insights for HEIs to prioritize and enhance strategic planning efforts, emphasizing the necessity of proactive planning and collaboration in navigating crises and ensuring long-term institutional success.
