Older Vocational Rehabilitation Consumers with Gainful Employment Outcomes: Correlation of VR Services, Demographics, and Disability Characteristics

The increased lifespan of persons with disabilities living into later adulthood and the increased risks and rates of disability associated with the aging of the population have implications for the education and practice of vocational rehabilitation. However, there is a dearth of studies in the vocational rehabilitation literature on the variables that support gainful employment outcomes for older consumers. Consequently, this study sought to research the correlation between demographic characteristics (gender, race and ethnicity, education level at application, and employment status at application), disability (type and significance), and vocational rehabilitation services for older vocational rehabilitation consumers (55 years to 64 years), young-old (65 years to 74 years), old-old (75 years to 84 years), and oldest-old (85 years and older) who were closed with a gainful employment outcome from October 1, 2016 to June 30, 2017. Archival data from the Research Services Administration database were obtained, and older vocational rehabilitation consumers with gainful employment outcomes were sorted by age groups. Log-linear and logistic regression analyses were conducted using Stata MP 15 software. Results and conclusions showed the following: (a) the demographic variables of gender and ethnicity/race were most predominant in correlating with vocational rehabilitation services predicting gainful employment outcomes for the older (55-64) and old-young (65-74) consumers, (b) vocational rehabilitation services found to predict gainful employment outcomes varied by age groups, and (c) the nature of the counseling relationship changed by age group. Recommendations include further research and integration of aging and disability within the counseling curriculum and providers of continuing education units.
