Non-Certified Staff in K-12 Education: Conditions for an Effective Evaluation Process

Non-certified personnel in K-12 education in Pennsylvania represent approximately one-third of all public education employees. Although there has been large-scale reform in the evaluation of certified staff, the non-certified population may not be evaluated at all. The lack of consistency in evaluating this large segment of K-12 education employees served as the catalyst for this research. This quantitative correlation study has examined non-certified support staff positions across the southeastern region of Pennsylvania to identify conditions for the evaluation processes for this population to exist. Completion of this study attempted to identify variable correlations between position category area type and county and district, area type, and union presence. An analysis of archival data using a chi-square test of independence on variable pairs revealed significance that defined the landscape for non-certified staff in the region. It has also revealed that there continue to be opportunities to examine this segment of K-12 education. There may be opportunities to develop defined performance standards and evaluations for non-certified personnel.
