A Phenomenological Interview Study of Nursing Faculty Experience with Pregnant Student Policy Implementation

Pregnant college students have been increasingly successful in proving sex-based discrimination prohibited by Title IX, the Pregnancy Discrimination Act, and the Americans with Disabilities Act Amendments Act. Higher education administrators are responsible for Title IX compliance through policy development and adherence but must rely on faculty to ensure policy implementation. Using a conceptual framework of sex/gender discrimination, Title IX, policy implementation, and street-level bureaucracy, the purpose of this phenomenological interview study of nursing faculty experience with pregnant student policy implementation was to provide in-depth descriptions and insight into the lived experiences of nursing faculty. Six nursing faculty members were interviewed. Interview transcripts were coded both manually and using NVivo. Five themes: (Knowing the pregnant student policy, Implementing the pregnant student policy, Experiencing pregnant student policy implementation, Affecting student experience, and Justifying the pregnant student policy) were revealed regarding how nursing faculty experience policy implementation. Three themes: (Using discretion, Determining accommodations, and Requiring responsibility) were linked to how nursing faculty use discretion while implementing the policy. The most significant implications of the study are the need for increased awareness and training of both students and faculty on pregnant student policy, as well as increased engagement with the Title IX Coordinator and the involvement of a disability coordinator in the pregnant student policy implementation process. Consideration of governance as a factor in faculty use of discretion, especially as it pertains to determination of accommodations, is also an important implication.
