The Case of Faculty, Staff, and Student Perceptions of Leadership Decisions That Impacted a Texas Community College during the COVID-19 Pandemic

The study explores the faculty, staff, and student perceptions of how leadership decisions impacted Odessa College, a Texas community college, during the COVID-19 pandemic. Community colleges in Texas have experienced a decrease in enrollment in recent years. The pandemic exacerbated the problem, as evidenced by the further drop in enrollment in almost all community colleges in Texas. Odessa College, however, gained enrollment during the pandemic. The current qualitative case study examines the phenomenon of leadership decisions impacting Odessa College from an interpretivist approach. Theories in crisis and situational leadership provide a lens for exploring the phenomenon of leadership decisions and its potential impact on a community college, particularly in times of crisis. Interview data with faculty, staff members, and students from each college division and college documentation were reviewed and analyzed. Findings from the study reveal four general themes including campus delivery modes, reopening plans, communications, and safety. Overall, all three groups--faculty, staff, and students--expressed satisfaction with leadership choices about the manner, content, and timing of information dissemination across the campus, which left them feeling well-informed. Odessa College's work prior to pandemic that supported recruitment and retention during the pandemic is discussed.
