The Impact of Community College Baccalaureate Adoption on State-Level Outcomes

The community college baccalaureate has been around for decades but there continues a need for quantitative research regarding this policy. Contentious debate exists with regard to this policy and its proposed impacts. As this debate continues, research lacks baseline or longitudinal data with respect to the community college baccalaureate and its outcomes. Moreover, given the multi-level nature of most educational policies, research must address policies and outcomes at varying levels of analysis. Utilizing longitudinal panel data, this study aims to provide a state-level analysis of the effect of the community college baccalaureate policy on degree production and enrollment. Using the difference-in-differences technique, results conclude a statistically significant and positive impact of CCB adoption on baccalaureate degree production, associate degree production, and student enrollment, post-adoption. Further, results indicate a small but significant effect of policy dosage. States with higher levels of institutional adoptions appear to experience increased state-level outcomes over states with lower adoption levels. Based on these results, the CCB policy has met its state-level aims of increased baccalaureate production without evidence of mission drift or infringement on student enrollment.
