Impacts of Institutional Expenditures on Enrollment: A Longitudinal Multilevel Regression Analysis of Resource Allocation by Four-Year Public Institutions

The post-great recession period (June of 2009 to February of 2020) was marked by a decline in state funding for higher education that further necessitated institutions to rely on tuition funding. Revenues from tuition are based not only on what institutions charge, but also how many students are charged. This tuition revenue dynamic makes institutions dependent on enrollment to bring in sufficient financial resources to maintain the organization. However, higher education administrators can no longer count on a steady stream of students as overall postsecondary education enrollment has declined since 2010. This study examined the impact of institutional expenditures on enrollment metrics at four-year public institutions of higher education during the post-great recession period. Using the longitudinal multilevel regression analysis, this analysis suggests that resource allocation affects application volume, fall enrollment of new students, and retention rates. Additionally, the findings indicate that different categories of institutional expenditures have varying levels of impact at various points in the enrollment cycle. Furthermore, categories of institutional expenditures that increased the most during this period (i.e., student services, academic support, and auxiliary enterprises) appear to have had the largest impact on the enrollment metrics that were considered. The findings of this study may provide useful information for financial policy formulation, budgeting, and future research.
