Student Excellence Equals Degree (SEED) Scholarship Program 2021 Amendment: Initial Impact on Adult Students

This study examined the initial impact of the 2021 amendment to the Student Excellence Equals Degree (SEED) legislation on adult student program recipients at Delaware Technical Community College (Delaware Tech) in the state of Delaware. Additionally, the study explored the characteristics of adult student program recipients. The researcher used a convergent mixed methods approach for this study. Thirty-four adult student SEED recipients who were pursuing a degree at Delaware Tech were invited to complete a survey including demographic and impact related questions. Nine adult student SEED recipients completed the survey, and one participant was interviewed. The researcher found 78% (7) of survey participants were female, the average age was 32 years old, 56% (5) were White, and 78% (7) were employed full-time. Sixty-seven percent (4) of survey participants who provided household income information, supplied amounts below $50,000. The results of the study indicate that changes to the SEED legislation removed the financial barrier for some adult student survey participants. Given that the changes to the SEED legislation are new, processes, procedures, and clear messaging should remain a focus and further research surrounding the SEED scholarship should be conducted to further understand its impact.
