Latinx and Undocumented: A Quantitative Study of College Tuition Assignment and Financial Aid Offers across Different State Policies

This study examined Latinx and undocumented students' tuition assignment and financial aid packages at public colleges and universities across the United States of America. Descriptive non-experimental research design was used to test nine sets of hypotheses to answer three research questions on: the relationship between college tuition assignment (i.e., in-state versus out-of-state) and ethnicity (i.e., Latinx, non-Latinx); the relationship between financial aid packages and ethnicity; the relationship between college tuition assignment and legal status (i.e., citizen versus noncitizen); the relationship between financial aid packages and legal status; and the interaction between ethnicity and legal status to determine tuition assignment and financial aid packages. A sample was selected from a national survey using stratified random sampling procedures. The sample included 2017 college sophomores across states with different tuition and financial aid packages (relevant to undocumented students) at the time. Constructing such a sample helped define how public colleges and universities assigned Latinx and undocumented students who resided in the institutions' same state of domicile to tuition and financial aid in states with different policies. Conditional means testing and binary logistic and linear regression analyses were the statistical techniques adopted to test the extent to which ethnicity and legal status were related to tuition assignment and financial aid packages across the nation. These results inform educational leaders, educators, and education activists about systematic barriers and opportunities Latinx and undocumented students face in their higher education experience.
