Preparing and Assessing High School Career Technical Education Students in Production and Managerial Arts for the Workforce: A Qualitative Study

Career Technical Education (CTE) at the high school level is a sequence of courses that prepares students with the academic and technical knowledge and skills needed to either continue their studies or enter the workforce after high school (Gray & Lewis, 2018). While there is research regarding how high school CTE programs support academics, there is a dearth of information on how to assess high school CTE students' technical skills in preparation for an entry-level job or internship. This lack of research is particularly pronounced in the industry sector of arts, media, and entertainment and specifically in production and managerial arts. The setting for this generalized qualitative research study (Yin, 2016) is the Production and Managerial Arts program of a suburban Los Angeles high school, which has been recognized by the State of California as a demonstration site for arts, media, and entertainment and specializing in film and television production. In order to answer the questions of how students' technical skills have been historically assessed and how students perceive they have been prepared for their career, data is collected through interviews of two instructors, an industry professional, and two alumni of the program who now work in the industry. Regarding assessments, results of this study show that students' technical skills can be evaluated using a variety of strategies, among which are completing authentic projects and taking industry-standard certification exams. Given that federal and state legislation require assessment of high school CTE students' technical skills and that nearly 20% of Los Angeles County's jobs are in creative industries, it is imperative that schools prepare well-trained future employees in fields with job openings while also meeting the mandates of state and federal CTE legislation.
