Adopting Federal Oversight Community Standards into Hiring and Training

In 2012, the Council of Inspectors General for Integrity and Efficiency (CIGIE) published the Blue Book that identified a framework for the Inspections and Evaluations (I&E) sub-community to the greater federal oversight community. These standards, or competencies, are the criteria for this applied research, which is designed to assist the CIGIE I&E sub-community. Specifically, this research analyzes if CIGIE standards are used within the Department of Homeland Security (DHS) Office of Inspector General (OIG) I&E hiring and training, and theorizes that their adoption could improve office culture. This research examines the DHS OIG I&E as a test case since its size, mission, and placement are generalizable to other agencies and offices within the I&E sub-community. This research assesses the hypothesis that the DHS OIG I&E integrates neither CIGIE standards nor the Blue Book-outlined I&E framework into hiring new personnel or training existing personnel. The Search, Appraisal, Synthesis and Analysis (SALSA) framework will be used to scrutinize DHS OIG I&E program analysts job opportunity announcements posted to USAJobs.gov to confirm if they incorporate CIGIE standards (Grant & Booth, 2009). Further, logic modeling for program evaluation will be used to recommend the adoption of these standards into a competency-based training plan (McCawley, 2001, p. 2). This research is unique to the federal oversight community. Although considerable work has been done with competency modeling for the private sector and for general program management, available literature is limited and not specific to federal government oversight programs to include I&E.
