Case Management in Special Education: A Study of Policies and Implementations across California Public School Districts

The researcher examined literature and data related to policies and organizational structures of special education case management within California public schools. A review of literature exposed issues related to special education teacher attrition, burnout, role ambiguity, and growing expectations all while lacking support. Previous studies also describe a need for further research in the field in order to assuage such issues. Solutions are desired in order to support special education teachers with the time and resources needed to properly educate and case-manage students with IEPs. The researcher found seminal works in the field and followed their example by examining language related to case management policies and organizational structures within California public school district collective bargaining agreements. The researcher quantified the amount of language and analyzed it in search of themes and patterns. The research questions were focused on comparative quantity of language, role responsibilities and expectations, and supports for special education teachers within the context of their organizations. Findings include significant statistics related to the presence/absence of case management language within the sampled collective bargaining agreements, the contents of that language when present, common supports for special educators, demographics linked to each of these statistics, and the relationship of this data to organizational theory. The results function as a step forward for literature within the field as well as encouragement for special education teachers to get involved in collective bargaining. Further related research will benefit special education teachers, policymakers, and, most importantly, students with IEPs.
