An Evaluation of a Developing Leaders Program to Increase Leadership Capacity and Confidence to Lead Change

This study, a process evaluation, examined the inaugural, year-long leadership development program, Developing Collective Change Agents (DCCA), in a rural district in the southeastern United States. The evaluation described the program's organizational design within the context of a review of related literature for education leadership development, professional learning, and organizational change leadership such as the Professional Standards for Educational Leaders (PSEL), the Learning Forward (2022) Standards for Professional Learning (SPL), and prior studies of leadership development programs. In addition, the evaluator developed a logic model to include the development, process, and outcomes of the program to consider the needs, goals for implementation, and overall purpose and vision for the school district. However, the focus of the study was dedicated to the implementation of activities, participants' satisfaction, and sharing the results with the goal of improving the program for ongoing implementation and fostering a shared vision to collectively improve student outcomes.
