Using CORE District's Breakthrough Success Community Model for Ninth Grade On-Track Success: A Program Evaluation

The purpose of this program evaluation was to evaluate the impact of CORE District's Breakthrough Success Community (BTSC) Program at an urban Title I high school located in Southern California. BTSC aims to improve the ninth-grade experience through a focus on five key change drivers and the implementation of improvement science. Through teacher and counselor surveys and student and teacher and faculty interviews, the evaluator was able to explore, assess, and describe which elements of the BTSC Program were effective. This program evaluation found that adult teaming structures, a focus on developmental relationships, and the frequent use and analysis of data yielded a positive impact on teacher practice. While the frequent use of data was cited a valuable element of the BTSC program, teachers reported the need for additional professional development on data interpretation skills and the effective use of improvement science as well as streamlining of the data collection system, which was perceived a cumbersome. Student interview findings highlighted specific adult behaviors that led to the development of trusting student-adult relationships. This program evaluation found there was a lack of understanding amongst ninth graders about what it means to be on-track and why it is important for their future success. Understanding how intervention programs such as BTSC can improve the ninth-grade experience for both faculty and students has the potential to improve the academic outcomes for students who are at risk of drop out. By highlighting the voices of ninth grade teachers and students, this program evaluation provides valuable insights for this school and schools and districts aiming to improve their rates of freshmen who are on track for on-time graduation.
