Foundations of Learning: A Program Evaluation of the Wonders Reading Foundational Skills Materials

Reading on grade level by the third grade is such an important skill for children to acquire for success in elementary school and beyond. National literacy rates show that only about one in three American students perform at or above grade level in English Language Arts. The ABCUSD has approximately 4,000 teachers in the system. It is unlikely that at any given point in time, all 4,000 teachers will be highly skilled in teaching reading. As a result, there is a need for a high-quality and high interest reading program that can help teachers get students on grade level in reading. This program evaluation sought to check the quality of the Wonders reading foundational skills materials, the fidelity of teachers teaching it, if the program was culturally relevant, and if there were any relationships with survey data responses and student achievement data. There were 78 teachers, 23 administrators, four coaches, and 318 students who were surveyed in this evaluation. The program evaluator also pulled i-Ready literacy scores from all 78 teachers to check for relationships in the data. Evaluation findings indicate that the program has not been adequately implemented by all teachers. Students and adults also saw a need for the materials to be more culturally relevant to student interests. Most adults felt that students would benefit from materials that represent students' cultural backgrounds. Professional learning using the Wonders reading foundational skills for teaching staff and leaders is recommended. Additionally, future evaluation of the cultural relevance of the materials is recommended in order to purchase materials that better represent students' cultural backgrounds.
