The Role of Management in Equity Design: A Case Study for Possibilities to Embed Equity-Led Goals to Resource Allocation Models

Equity practices have expanded throughout the California community college (CCC) system. Every CCC develops an equity plan, where each institution chooses a disproportionately impacted population and focuses on improving access, basic skills completion, degrees and certificates awarded, and transfer rates. Each college is required to develop measurable goals addressing disparities that each institution has discovered. Community college equity literature has focused on the effects of focusing on specific minoritized student populations (Felix, 2021b; Felix & Fernandez Castro, 2018; Harris et al., 2017). Community college leaders serve a great purpose within the system in the form of influence (Goncalves, 2013; Kotter, 1985; Northouse, 2022), in the development of a college or district vision (Reyna, 2020); and in the acknowledgment of the growing presence of equity in policy (Malcom-Piqueux & Bensimon, 2017). This study looked at how college leaders prioritize the embedment and expansion of equity-led activities, specifically activities that lead towards a better educational fulfillment of success for marginalized student populations, all while entrenching equity-led activities onto the chosen resource allocation models. The study revealed the need for an equity champion, someone with a vision and determination to chase the local meaning of equity; the study also revealed the need for continuous equity discussions, thus expanding the embedment of equity-led goals onto college processes. Recommendations include a need for community college leaders to look at campus equity plans as a college or district wide short-term a strategic plan, thus elevating the plan to access a wider range of resources in order to accomplish closure of identified equity gaps.
