The Action Research Study reviews the 2021 Auditor General Report, which provides insight into the areas of improvement required by the Ministry of Colleges and Universities (MCU) in Ontario. In the Report, it is noted that there is concern regarding the MCU's practices to ensure that Private Career Colleges (PCCs) are operating in compliance with the regulations noted in the Private Career Colleges Act, 2005. The Action Research Study provides recommendations to help ease the backlog faced by the MCU through the implementation of a Quality Assurance Representative (QAR) role. Utilizing the Leader-Member Exchange Theory of leadership as the theoretical framework, the QAR role mirrors the roles and responsibilities of MCU Compliance Officers within PCCs. Seven noted areas of compliance regulation systems are proposed to be implemented by QARs to improve daily administrative operations and commitment to compliance. Data from five key areas was collected and reviewed to analyze the efficiency of the role, including MCU Compliance Reports, Third-Party Accreditation reports, Internal Audit Reports, feedback provided by senior management levels, and annual Key Performance Indicators (KPIs). Results from the implementation of QAR roles within a PCC setting have demonstrated favourable results, which may be further implemented in other Ontario PCC organizations, leading to a committed and collaborative effort to improve compliance assurance through the MCU.
