A Case Study Critical Qualitative Analysis of Community College Hispanic-Serving Institution Organizational Structures of Serving for Latinx Students

The purpose of this study is to analyze community college Hispanic-Serving Institutions (CC HSIs) to identify the structures of serving for Latinx students within their college and district. A critical case study analysis (Merriam, 1998, Pasque et al., 2017 Yin, 2018) was performed within one district of California's Central Valley region through Student Equity Plan (SEP) analysis and semi-structured interviews with the college presidents within the district. Each structure was coded based on the structures of serving identified in Multidimensional Conceptual Framework of Servingness for HSIs (Garcia et al., 2019). Initial coding themes indicated that common structures of serving included "engagement with the Latinx community" and "compositional diversity". Other common responses that were not within the original structures of serving included the need for affinity groups and Latinx-centered culturally relevant spaces. Findings also indicated a lack of race-conscious perspective towards district policy creation, therefore a recommendation for the presidents in the district would be to brainstorm on a district HSI positionality based on common structures of serving to utilize within mission statements, policy creation and implementation, and college strategic planning procedures. Future recommendations for research are a comparative analysis of California CC HSI districts within regions or throughout the state to identify the representations of Latinx-student serving and determine how contextual community and geographical factors have influence on these structures of serving.
