Perceptions of High School Leaders and Teachers Who Experienced Charter School Expansion in an Urban School District

This qualitative study aimed to understand the impact of charter school expansion from the perspectives of former school leaders and teachers who experienced charter school expansion in neighborhood school(s). The charter school movement has been at the center of great debate and discussion in various educational platforms and political arenas. The importance of this topic and study lies in understanding charter schools and neighborhood schools' coexistence within a public district. This study examined the perception of five former CPS teachers and five former CPS school leaders who experienced charter school expansion. School leaders and teachers discussed their perceptions of the effect of charter school expansion on their roles, as well as school climate and culture. Through the research data analysis, three themes surfaced: (1) rivalry for enrollment and funding, (2) culture of chaos, and (3) uncertainty of future. Data findings revealed neighborhood schools faced major changes during charter expansion, including loss of student enrollments, funding resources, and retaining quality staff. According to the data gathered, neighborhood school teachers and leaders believe charter school expansion was detrimental to public education, specifically neighborhood schools. Collectively, the data provided some clear perceptions from neighborhood school leaders and teachers that warrant review and further exploration to address public educational concerns constructively.
