In 2023, the 118th Congress will reauthorize the federal Farm Bill, the primary legislation through which Congress supports the nation's system of land-grant colleges and universities for teaching, research, and cooperative extension, which supports local agriculture and the agricultural sciences. This report examines the contributions of and challenges confronting the nineteen Historically Black Colleges and Universities (HBCUs) that are also federally designated land-grant universities--at a critical time when federal policymakers will once again determine whether these institutions are worthy of receiving adequate federal support. The Century Foundation (TCF) policy recommendations detailed in this report aim to move equity and justice for these institutions to the center of the policy debate on the Farm Bill.
