A federated Enterprise Learner Record Repository (ELRR) provides the ability to look across many distributed learner records as if they were from a single source and enables the sharing of local and global learner data across the DoD. This learner data will be pulled from authoritative sources for publishing, customizing, and harmonizing individual profiles, performance records, and training records. This document presents the requirements needed to advance the ELRR towards its Initial Operational Capability (IOC).
