This document supports high-quality Child Outcomes Summary (COS) ratings by helping teams connect their observations of children's functional skills and behaviors with three child outcomes: (1) Positive Social-Emotional Skills; (2) Acquisition and Use of Knowledge and Skills; and (3) Use of Appropriate Behaviors to Meet Needs. Effectively aligning functional skills and outcomes will help Part C early intervention and Part B, Section 619 preschool special education program teams improve their outcome measurement. By making connections between provider and caregiver observations with the three child outcomes, it becomes increasingly natural for teams to identify a child's functional skills, align those skills to the three child outcomes, and determine an accurate and consistent Child Outcomes Summary (COS) rating.
