This is the 1934 Annual Report of the Department of the Interior, includes the annual report from the Acting Commissioner of Education. The Commissioner's portion of this report begins with two parts. Part I, the General Statement, includes: (1) Changes in the Administrative Organization (The Commissionership and Union of Two Federal Education Agencies); (2) Important Education Problems of the Year (Curtailment of Educational Opportunities; Youth Problems; Financing Education; and Education Programs for the Unemployed); and (3) Cooperation with Emergency Agencies (Federal Emergency Relief Administration; National Recovery Administration; The Civilian Conservation Corps Educational Program; Public Works Administration; and Federal Emergency Relief Administration Research). Part II, Office of Education, includes: (1) Research and Investigation (Education During the Depression; School Administration Problems; Educational Legislation; Elementary Education; Secondary Education; Statistics of Education; Collegiate and Professional Education; Teacher Preparation and Personnel; Education of Native and Minority Groups; Education of Exceptional Children; Education of Negroes; School Hygiene, Physical Education, and Recreation; Guidance and Industrial Education; Educational Measurement; Adult and Parent Education; Comparative Education; Visual Education and Education by Radio; School Libraries; Status of National Surveys; and History of Education); (2) Stimulation and Coordination of Research (Collection of Unpublished Recent Research and Cooperative Studies); (3) Surveys Conducted by the Office; (4) Conferences; (5) Other Educational Service (Cooperation with Professional and Public-Service Groups; Consultative and Advisory Service; Articles and Addresses; Evaluation of Foreign Credentials and Assistance to Students Abroad; Library Service; and Publication Service); and (6) Administration (Appropriations; Howard University; and Report on Land-Grant Colleges and Universities). The duties and functions of the Federal Board for Vocational Education were transferred to the Office of Education in October 1933. The Vocational Education report covers: (1) Legislative Basis of National Programs; (2) Cooperative Service to the States; (3) Contribution to the Relief of Unemployment; (4) New Problems in All-Day School Vocational Program; (5) Apprentice Training; (6) Occupational Adjustment Training; (7) Permanent vs. Annual Appropriations; (8) Research; (9) Publications; and (10) Appropriations 1934 and 1935.
