Targeted K-12 Funding and Student Outcomes. Policy Brief

As students return to full in-person learning in 2021-22, California public schools face considerable challenges brought on by the COVID-19 pandemic. Record-high funding distributed through the Local Control Funding Formula (LCFF) will provide some of the resources that will be key to an equitable recovery. This brief highlights selected findings from the report, "Targeted K-12 Funding and Student Outcomes: Evaluating the Local Control Funding Formula," which examine how school districts distribute LCFF funding and how the formula affects student achievement. This policy brief addresses the following questions: (1) How do districts spend LCFF funding? (2) How well does the LCFF target funding to high-need schools? (3) What other obstacles hinder LCFF targeting? and (4) Which policy changes can improve the reach of LCFF funds? [This report was written with research support from Radhika Mehlotra.
