How Does Principal-Teacher Racial Congruence Impact Teacher Hiring?

This study uses representative bureaucracy to examine the relationship between the race of the principal and teacher in the labor dynamics. The goal of this study is to observe if race congruence will predict if a teacher: seeks other employment opportunities, change schools, apply to positions where there is similar race congruence with the principal, and are hired with the same race congruence. Data from the Wisconsin Career Access Network and Wisconsin Department of Public Instruction will be used for analysis. Preliminary results indicate that teachers are seeking race congruence with their principals. The results give further insight in how teachers are participating in the labor market and where they prefer to work in.
