Title I, Part A Student Achievement, 2018-2019. Research Educational Program Report
Houston Independent School District
The Improving Basic Programs effort in Title I, Part A (Title I) of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act of 2015 (ESSA), is designed to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and achieve, at a minimum, proficiency on state academic achievement standards and assessments. The program's goal is to provide supplemental funding for educational programs and interventions for students struggling academically in high-poverty schools to address equitable access to a high-quality education. This report describes the academic performance of students enrolled in Title I schools within the Houston Independent School District (HISD). Student performance was measured on the State of Texas Assessments of Academic Readiness (STAAR) grades 3-8 (English and Spanish combined) and End-of-Course (EOC) assessments. Results presented were aggregated by school year, school office, grade, and campus level.
