Federal Student Aid Programs act as equalizers by removing income inequity as a barrier to college access and outcomes. However, the need-based aid morphs into merit-based at the end of the first year, as students must meet progression benchmarks to remain eligible for federal financial aid. The study examined Satisfactory Academic Progress (SAP) policy and the appeal process at Title IV participating institutions. The study also examined the perception administrators had about students' behavior related to the SAP policy and the appeal process. The results indicated that the average student became aware of SAP requirements, the financial consequences, and the appeal process after losing eligibility for financial aid.
