The purpose of this quantitative study was to explore the attitudes, subjective norms, and behavioral intentions of Maryland state legislators regarding a tuition-free community college education in the State of Maryland. All members of the Maryland House of Delegates and the Maryland State Senate were surveyed. The theoretical lens, which guides this research, was drawn from the theory of reasoned action. The aim of this study was to gain a better understanding of the attitudes, subjective norms, and behavioral intentions (policy positions) held by state legislators about potential legislation to implement a tuition-free community college education. The data revealed significant results regarding political affiliation, age, and race. The results suggested that Maryland's state legislators whose party affiliation is Republican were more passionate about their beliefs in funding tuition-free community college education and were impacted by the constituency they thought were important to them as compared to those whose party affiliation was Democrat. The behavioral intentions of older legislators--between the ages of 56 and 65--were higher than other age groups. The legislators who identified themselves as multi-racial were more influenced by attitudes, subjective norms, and behavioral intentions. There was a strong correlation between attitudes and subjective norms, and behavioral intentions of Maryland's elected officials regarding funding tuition-free community college education.
