School Response to Deter Violence: Indiana School Safety Specialists' Perspectives

School safety has emerged as an issue at the forefront of American society, particularly since the tragic events at Columbine High School in Jefferson County, Colorado on April 20, 1999. The magnitude of school violence has been perpetuated by not only the level of violence, but also the media coverage and availability afforded to these events. In response to incidents of violence and the outcry from its stakeholders, schools have been forced to address safety and security issues as one of their top priorities. The State of Indiana has afforded particular attention and delegated significant resources to addressing school safety. The Indiana General Assembly has instituted a host of policy decisions to equip schools with the authority to make schools safer. This quantitative, survey-based study analyzes safety interventions in schools across the state from the perspective of Indiana School Safety Specialists. The Indiana School Safety Specialist Academy produces highly-trained individuals who possess a working knowledge of both educational and safety-related matters. As a result of this blended level of expertise and a familiarity with their schools and communities, school safety specialists are the most qualified individuals to assess the effectiveness of safety measures in their respective schools. Specifically, this study addresses the following research questions: 1. What relationship exists between the number of security interventions present in schools, the perceived effectiveness, and the perceived level of safety within schools by Indiana School Safety Specialists? 2. What security interventions do Indiana School Safety Specialists perceive are effective for school implementation to address concerns related to violence? 3. How does the effectiveness of security interventions differ by school context? 4. Does a statistically significant relationship exist between the fidelity of implementation and the perceived effectiveness for safety interventions? 5. How does the fidelity of implementation and the perceived effectiveness of safety interventions differ by school context? In light of these questions, this study incorporates bivariate analysis and descriptive review to explore relationships and the impact of school safety interventions. This study reveals a statistically significant relationship between the effectiveness of safety interventions and the fidelity in which they are implemented. Additionally, four interventions were listed at the top in terms of perceived effectiveness and most implemented: school resource officer, cooperative partnership with law enforcement, limited, secured entry, and surveillance cameras/monitoring systems. School context variables were shown to have a minimal impact on perceived effectiveness of safety interventions.
