The democratic aim of American education is to provide "all" students with the knowledge, skills, and dispositions to become informed, effective, and responsible citizens. Like civic education itself, literacy education can be embraced by all teachers across all disciplines. There are strategies that all teachers can use to help address the challenges faced by struggling readers. The purpose of this guide is to provide Level 2 (middle school) teachers using the We the People program with strategies to help their struggling readers. An examination of the challenges of struggling readers, an explanation of the reading process, and a number of teacher-tested, practical strategies that teachers can use to help their students understand the ideas in the We the People program are included.
