The Role of Administrators in the Development of a Referendum Proposal

School districts continue to face economic challenges as they evaluate the need to make improvements to support student learning. Public school buildings across the United States are in need of immediate repairs and renovations. In some cases, schools need to be rebuilt in order to meet the educational needs of students. As school districts explore different funding avenues, they consistently revert to proposing a referendum in order to support funding needs. This proves to be a mounting task for school districts since they are asking to raise the community's property taxes. A referendum campaign requires an excessive amount of work. Managing a successful referendum campaign requires an effective plan that aims to educate the general community and gain support of constituents. Collecting voter support requires an in-depth understanding of each school and the issues that surround each of those communities. The study took place in a large unit school district located in the Western Suburbs of Chicago. It was centered around 42 administrators who function as pre-kindergarten through high school principals and assistant principals, as well as district level administrators. This grounded theory designed study focused on the different roles that administrators implement during a referendum campaign. The study concentrated on School Board and Administrators strategies and initiatives which affected the outcome of the referendum campaign.
