Perceived Influence of Wagner's 4Cs Framework during Implementation of the Teacher Evaluation System in Two Schools

This retrospective multiple case study examined the extent to which elements of Wagner's 4Cs framework (competencies, conditions, context, and Culture) were perceived as present during the implementation of the teacher evaluation system (TEVAL) at two urban magnet high schools during the 2014-2015 school year. The overarching research question was whether Wagner's model could be used as a viable analytical framework to examine the implementation of TEVAL. A purposive sample of 16 teachers, both tenured and non-tenured, and two administrators participated in a semi-structured interview. Given that the study was an exploratory case study, no hypothesis was tested. The interview data were transcribed, and Wagner's 4Cs framework was used to organize the data. The study results indicated that there was a perceived presence of Wagner's elements during both schools' teacher evaluation processes and suggest that Wagner's 4Cs framework is a viable tool for analyzing the teacher evaluation process.
