Planned Success: A Study of Strategic Planning Processes in Wisconsin Schools

It was unknown how rural Wisconsin school districts best implement strategic planning to maintain the efficient use of limited resources in a manner that is aligned with changing expectations of school district stakeholders. In this basic qualitative study, strategic planning documents and artifacts were collected from a rural Wisconsin K-12 public school district and semi-structured open-ended interviews were conducted with thirteen school district stakeholders representing school board members, community members, administrators and other staff members. Data was analyzed utilizing open and analytical coding techniques to identify the components of a successful strategic planning process, to demonstrate how strategic planning was used, and to evaluate how strategic planning process and practices can be improved. It was expected that the use of more effective processes for strategic planning could lead to greater quality, higher efficiency, more consistency, and better alignment between the allocation of resources and the changing expectations of school district stakeholders. The findings of this study affirmed that the use of strategic planning can be used to increase stakeholder support and involvement in the school district, to collaborate with stakeholders in developing a shared vision, to identify and prioritize organizational needs and goals, and to create action plans for aligning resources with expectations. Overall, the findings of this study affirmed the importance of a quality and well-thought-out process for strategic planning in school districts.
