What Are the Effects of the Literacy-Based Promotion Act of 2013 on the Fourth and Fifth-Grade Students' Achievement Test Scores

The implementation of the Literacy-Based Promotion Act in Mississippi required third graders to prove mastery in reading before promotion to the fourth grade. This mixed model method of research investigated the achievement test scores of fourth and fifth grade students that were not accountable for passing the Third Grade Summative Reading Assessment and compared these test scores of the students that were required to pass it. Additionally, it examined the efficacy of the law by surveying educators to evaluate the effectiveness of the Literacy-Based Promotion Act (2013). The researcher found an increase in scores in fourth grade reading and math and fifth grade math; However, data from educator surveys were inconclusive about the efficiency of the law.
