A Review of Statewide Assessment Opt-Outs. CSAI Report

Over the past few years, opposition to statewide assessments around the nation has grown. A U.S. News & World Report article noted that as many as 500,000 students are opting out of state tests, including approximately one in five New York students. More commonly known as the opt-out movement, parents concerned about the quality and use of assessments are increasingly choosing to remove their children from statewide standardized assessments. The Center on Standards and Assessment Implementation (CSAI) recently reviewed information relevant to the opt-out movement, which is summarized in the first part of this report. Next, a a comprehensive review of public documents was conducted, including state actions to counteract the opt-out movement. The second part of this report and Table 1, State Legislation/Policy and Efforts at Reducing Opt-Out, summarizes those findings. The goal of the report is to provide useful information to states and education organizations leading to quality education policies and practices. [For the CSAI Update on this topic, see ED588462.]
