Implementing Model Teaching Schools to Address Quality Teacher Preparation, Induction, and Retention in Delaware Schools

This paper is a proposal to address current and future shortages of quality teachers and teacher retention in all areas, but especially those critical need areas such as secondary math and science, and Special Education and World Language in all grades. It further provides a solution to recruit and retain a quality teacher workforce that is more representative of the student body demographics, and to provide quality, embedded professional development for veteran teachers, supporting the development of new teachers. This proposal offers a design and plan for implementation of a "Model Teaching School" with multi-layered opportunities for preparation and professional learning in two specific districts in Delaware. It offers recommendations and suggested processes for districts or schools to "grow their own," creating a pipeline of talent, offering a two-year experience for preservice and in-service teacher candidates to engage in rich co-teaching, while veteran, master teachers are provided with the opportunity to grow professionally and serve in teacher leader roles. Borrowing from the strategies and techniques that have proven successful in Professional Development Schools, Lab Schools, and Residency Programs, this proposal offers a systemic approach to reward and retain the master teachers, while ensuring the most struggling students are provided access to quality instruction, while coaching and supporting pre-service teacher candidates in the art of teaching and learning. Targeting higher need schools within a district, and implementing a multi-layered delivery model, students will be taught by master teacher coaches, novice and veteran teachers improving their craft, and preservice teachers preparing for the profession.
