Demand for Higher Education to 2030. HEPI Report 105
Bekhradnia, Bahram; Beech, Diana
Higher Education Policy Institute
Between 2002 and 2013, the Higher Education Policy Institute produced a number of reports that discussed trends in demand for higher education and factors that would influence future demand, focusing on demand in England only. This report reviews how things stand now, in the very different policy environment to that which existed in 2011, and looks forward to the end of the next decade. Data come from published sources or from specially commissioned reports from the Higher Education Statistics Agency and the Universities and Colleges Admissions Service. In forming a view about future numbers, the report focuses on demand from full-time young undergraduates. Full-time entrants represent over 85 percent of the total of undergraduate students in UK-based universities, and over 95 percent of these are under 30 (more than 80 percent are 20 and younger). The following issues are addressed: (1) Policy context; (2) Demography; (3) Participation; (4) Supply chain; (5) Ease of entry to higher education; (6) Adding participation change to demography; and (7) Disruptions.
