A Qualitative Program Evaluation on the Efficacy of a Workforce Training and Education Program

Many unemployed or underemployed workers find it difficult to attain wages that support them and their families. Due to a skills gap, a program evaluation was conducted using a qualitative case study methodology and was intended to determine the efficacy of a workforce training and education program in Maryland. The study was designed to gain insight into the program from the participant's perspective and highlights a theory of change and adult learning theory. Participants gave their written consent to take part in the study and a semistructured interview guide, questionnaires, and a review of program documents and researcher observations were utilized to collect qualitative data. The data were then coded, and themes were put into nodes. The nodes were analyzed for emerging themes that may answer the research questions, and a summary report was written. Results of the study revealed the program is effective in readying participants for employment. However, feedback from participants in the study indicated the program needs a robust community outreach strategy and should provide on-site counseling services. This study is significant to the field of public administration because it might provide valuable feedback on the program from a participant's perspective that may be implemented to enhance services.
