The Three article dissertation is a program review of the Counseling 50 college preparedness program at Fullerton College, Fullerton California. Article I is a comprehensive review of literature on educational legislation during the 1960s that led to the development of educational programs and opportunities for students from underrepresented backgrounds. Article II presents a quantitative research program review on the Counseling 50 college preparedness program at Fullerton College. Article III provides a framework for educational leaders in postsecondary and higher educational institutions to guide decision making strategies to close the achievement gap for underrepresented male students.
