Towards a Performance Measurement Framework for Equity in Higher Education. Cat. No. IHW 129

Increasing participation in higher education for under-represented groups has been a goal of both the Australian Government and Australian universities. In particular, the government has invested in a wide range of programs to support the efforts of universities to increase the enrollment and completion rates of: (1) Aboriginal and Torres Strait Islander students (2) those from low socioeconomic areas (3) people who live in regional and remote areas; and (4) students with disabilities. This report provides an overview of the development of a potential performance measurement framework for equity in higher education (MFE) to measure progress and gaps in access to and participation in higher education for under-represented groups (Indigenous Australians, those from low socioeconomic status areas, people who live in regional and remote areas, and people with disability). Detailed information is presented on a set of 61 possible indicators organised into 3 tiers: 23 for educational attainment and outcomes (Tier 1), 9 for precursors of higher educational attainment (Tier 2), and 29 for education system performance (Tier 3). The following are appended: (1) Australian Universities; (2) Examples of strategies currently used by universities to improve equity; (3) Potential data sources; (4) Map of framework domains; (5) Summary of indicators in existing frameworks; and (6) Domain/indicator map.
